Pakistan: Mass graves a stark reminder of violations implicating the state in Balochistan

Amnesty International calls on the Pakistani authorities to ensure an independent and impartial investigation into the unmarked graves found in Totak, near Khuzdar in Balochistan province on 25 January and the alleged abduction and extra judicial execution of a child by state security forces two weeks earlier. Urgent action must also be taken to protect “Long March” activists who have received death threats for highlighting the human rights situation in Balochistan and investigate the source of these threats.
The Deputy Commissioner of Khuzdar district says 13 bodies were found in unmarked graves in Totak. Amnesty International is concerned that there may be more graves in the area that the authorities are not disclosing. Balochistan is one of the most violent parts of Pakistan with scores of activists, journalists and suspected armed group members falling victim to abductions, enforced disappearances and extra judicial executions across the province, including in Khuzdar. Some victims have later been found dumped at the roadside on the outskirts of the city of Karachi.
The Balochistan government has established a Tribunal Inquiry with the powers of a civil court headed by a judge of the Balochistan High Court and a special Medical Board to investigate the graves. Investigations to identify the bodies should be carried out by forensic experts in line with the UN Model Protocol on the disinterment and analysis of skeletal remains. In addition to the medical investigation, a credible criminal investigation must be carried out and any persons suspected of committing human rights abuses must be brought to justice in a fair trial and without recourse to the death penalty, regardless of their links to state or non-state groups.
The Tribunal, Medical Board and any other investigators must be allowed to independently and impartially investigate all graves, including the reported 13, without interference from state security forces. The authorities must ensure that persons who suspect that the bodies may include their relatives are allowed to inspect the bodies to enable identification.
Following initial investigations by a local law enforcement force known as Levies, two bodies were found in Totak on the first day, followed by 11 bodies after that. Two of the dead have now been identified by relatives as Qadir Bakhsh and Naseer - both from Pirandar in Awaran district. Relatives claim both men were forcibly disappeared by the Frontier Corps, a state security force, on 30 August and 4th October 2013 respectively.
The Frontier Corps and other state security forces have been widely implicated in enforced disappearances, extra-judicial executions and other human rights violations in the province for several years. In December 2013 Balochistan Chief Minister Dr Abdul Malik Baloch acknowledged that state “agencies” were responsible for “illegal confinement” of Baloch activists, including, he believed, the Secretary-General of his own Balochistan National Party, which is currently part of Balochistan’s coalition government. Judges of the Supreme Court of Pakistan, the highest judiciary in the country, including recently retired Chief Justice Iftikhar Muhammad Chaudhry, have also accused the Frontier Corps of being responsible for many enforced disappearances in the province.
The Frontier Corps reportedly cordoned off the area surrounding the graves soon after their discovery, preventing civil society and the local community from monitoring activity at the grave sites. The Frontier Corps has also reportedly prevented some relatives of enforced disappearance victims from visiting a local hospital to inspect the recovered bodies to see if they could identify their missing relatives.
As far as Amnesty International is aware, no Frontier Corps or other security and intelligence service personnel have been brought to justice for their involvement in enforced disappearances or other human rights violations in Balochistan. The authorities also have a very poor record in bringing non-state suspects to justice, with criminal gangs and armed groups, some hostile to the state or engaged in hostilities in neighbouring Afghanistan, others targeting those considered anti-state or the minority Shi’a Muslim population, operating with virtual impunity.
The Tribunal Inquiry established by the Balochistan government must thoroughly investigate all individuals and groups against whom there is credible evidence of responsibility for the Khuzdar graves. The authorities must ensure that any individuals suspected of committing human rights abuses are brought to justice in fair trials and without recourse to the death penalty regardless of their affiliations, rank or status. They must also immediately secure the grave sites to prevent loss or interference with the evidence.
Alleged extra-judicial execution of 10 year old Chakar Baloch
Amnesty International is alarmed by credible allegations of the extra-judicial execution of 10 year old Chakar Baloch in Turbat, Balochistan. Around 5pm on 7 January, Chakar Baloch was walking to Awaran market when, according to eyewitnesses, four plain-clothed men accompanied by four uniformed personnel from the Frontier Corps picked him up. Chakar Baloch’s family registered a complaint about the abduction with local police in Turbat. However apart from registering the complaint, the police did not appear to take any further steps and, in practice, they have virtually no power to investigate allegations against the Frontier Corps. Three days later, on 10 January, Chakar Baloch’s body was recovered from Kech Kaor River, a kilometre from where he was last seen alive. According to a medical examination carried out at District Headquarters Hospital in Turbat, Chakar Baloch’s body bore what appeared to be torture marks and four bullet wounds to the head, chest and left arm due to gunshots at close range.
Since the recovery of Chakar Baloch’s body, his family has continued to receive death threats over the phone and has had to leave Turbat for an undisclosed location. A number of Chakar’s relatives are active members of the Balochistan National Movement, a political group that advocates separation of the province from Pakistan. Chakar Baloch's family fled their home in Parom Panjgoor to Turbat in December 2013 after receiving threats from unknown men who relatives claim are members of state intelligence services. According to information received by Amnesty International, other relatives of Chakar Baloch have also previously been subjected to violations. Chakar Baloch’s great-grand uncle Rahim Baksh, around 80-years-old, and cousin Jaffar Majeed, 16-years-old, were picked up by the Frontier Corps during a raid on their Parom Panjgoor home on 10 October 2013. Both were released around 15 October. Another of Chakar’s cousins, Sannaullah Majeed, 14 years old, was picked up by the Frontier Corps during another raid on the house on 16 October and remains missing to this day. Relatives claim that men in plain clothes belonging to state intelligence services accompanied the Frontier Corps on both occasions.
Amnesty International calls on the Pakistani authorities to ensure an immediate, independent and impartial investigation into the apparent extra-judicial execution of Chakar Baloch, and the abduction and arbitrary detention of Rahim Baksh, Jaffar Majeed and Sanaullah Majeed. Where there is sufficient admissible evidence, suspects should be brought to justice in fair trials, without recourse to the death penalty. The authorities must ensure their investigations include the Frontier Corps and intelligence services operating in the area.

Marchers feel betrayed by the judiciary, particularly the Supreme Court of Pakistan which they claim is hearing cases of enforced disappearances but doing little to stop them. Families talk of secret detention centres and military torture cells. Some of the missing have failed to be produced in court as ordered by the judiciary and the military are declining to attend hearings.

فروری کے مہینے کے آخری دن چل رہے تھے۔

فروری کے مہینے کے آخری دن چل رہے تھے۔
خزاں رسیدہ درختوں پر بہار کے پھول کھلنے کو تھے؛
یہ تین سال پہلے کی ایک شام کا ذکر ہے۔ کراچی کی فضاؤں کے تیور اچھے نہیں لگ رہے تھے۔ موسم کا مزاج بس کچھ دن میں گرم ہوا چاہتا تھا ۔ ہم شہر کی ایک مصروف ترین سڑک ۔۔۔۔۔ شاہراہ فیصل ۔۔۔۔۔۔ سے گزر رہے ہیں۔ ہمارا رُخ لیاری کی جانب تھا۔ جہاں مادری زبانوں کے عالمی دن کی مناسبت سے بلوچی ماہنامہ “ سچکان ” نے ایک تقریب منعقد کررکھی تھی۔ اس دن کو ۔۔۔۔ آگے چل کر ۔۔۔۔ کچھ ہفتوں ، مہینوں میں تلخ یاد میں بدلنا تھا۔ وقت کی رفتار میں ٹھہراؤ نہیں۔ یہ گزرکر خوشگوار، تلخ ۔۔۔۔۔ یادوں میں ڈھݪ جاتا ہے۔
صباء دشتیاری سے آج کی ملاقات آخری ثابت ہوگی ۔۔۔۔۔ شام کے سائے پھیل رہے تھے لیکن ان لمحات میں۔۔۔۔ ملاقاتوں کو یادوں میں بدلنے کی۔۔۔۔ بدگمانیوں کا گزر نہیں تھا۔
صباء کو پہلی مرتبہ میں نے مرحوم شاعر کریم رضا کے اسکول میں دیکھا۔ ہمارے محلے میں برطانیہ کے زمانے کا ایک سندھی میڈیم اسکول چلا آرہا ہے۔ خیرلسانی جبر کے دباؤ کے سامنے اب سندھی میڈیم اسکول کا قصہ تمام ہوچکا البتہ ان ہی اسکولوں میں سے ایک عمارت کے چوکیدار بلوچی زبان کے شاعر کریم رضا تھے۔کریم بخش ان کا اصل نام تھا اور تخلص رضا رکھتے تھے۔
رسوا کن عاشق تھے ؛ جس کے پیچھے پڑجاتے وہ نیک نام نہ رہتی۔ خوش گپ اور کہانی ساز انسان بھی تھے۔ بندوق پر چادر لپیٹ کر، اس کی کہانی ایسے پیرائے میں بیان کرتے گویا کوئی بدقماش شخص کسی کوٹھے سے دوشیزہ کو ساتھ لئے جارہے ہیں؛ جس کی پردہ داری واجب ہے۔ محلے کی ایک دو ، نسلوں نے ان سے فیض حاصل کیا۔ صباء کے متعلق بھی انہوں نے مختلف کہانیاں بیان کی تھیں ۔ صباء سے منسوب واقعات کا بیان سحر انگیز انداز میں کرتے تھے۔ جس سے سماں ایسے بندھ جاتا کہ وہ دنیا اور صباء کے بیچ واحد رابطہ کار ہیں۔
ہرچند وقت کیساتھ محلہ سے باہر پھیلے دوستوں، خیالات اور لوگوں سے جب ہماری نشستیں بڑھیں تو ان نشستوں میں صباء کبھی چاکیواڑہ میں ملا فاضل لائبریری اور کبھی کہیں راہ چلتے مل جاتے۔ یہ نوے کی دہائی کے اواخر کی بات ہے۔ اس وقت کا صباء بلوچی زبان کا کل وقتی خدمتگار تھا ان کے بے لچک رویہ نے کچھ “ بڑے ” بلوچ ادیبوں کو ان کا مخالف بھی بنادیا تھا۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔ صباء کے برعکس یہ ادیب بلوچی زبان کی خدمت کا کچھ دنیاوی صلہ ملنے کے قائل تھے اور غالباً اب بھی ہونگے۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔ صباء کو ان کی بظاہر کوئی پرواہ نہیں تھی ،وہ صرف ہر خبر پر نظر رکھتے تھے ۔۔۔۔۔۔۔۔۔۔ کس نے ،کس سے کتنی دہاڑی لی۔
سالوں بعد ظہور شاہ ہاشمی ریفرنس لائبریری کا قیام عمل میں آیا۔ لائبریری نے ایک لکیر کھینچ دی۔ صباء چھا ساگئے تھے۔ کمیونسٹُوں کی جنسی کجرویوں پر افسانہ ۔۔۔۔۔ طبقاتی کش ماں کشں ۔۔۔۔۔ لکھنے والا صباء ان دنوں ایک رجحان ساز شخص لگتے تھے ۔ بہت سارے لوگ ان کی بلند مرتبت کے قائل ہوچکے تھے جن میں طالب علم بڑی تعداد میں شامل تھے ۔ جن کا بلوچی زبان کے کاموں سے تعلق تیس فیصد تو بلوچ نیشنلزم سے ستر فیصد کا رشتہ تھا جبکہ بلوچ نیشنلزم کو صباء اس عرصہ میں ایک مخصوص زاویہ نگاہ سے دیکھتے تھے ۔
سال 1988ء کے انتخابات کے بعد بلوچ نیشنلزم کے ایک مکتبہ فکر نے گند کاریوں کی فصل تیار کی تھی۔ اس کے ثمر نے ایسے لوگوں کو برگشتہ کیا جو مساوات کا خواب لے کر سیاست کے کوچہ میں سرگرداں تھے۔۔ یہ زمانہ ایسا لگتا تھا جیسے نظریات نانی اماں کی کہانی کا حصہ ہوں۔ ۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔ صباء غالباً خیال کرتے تھے؛ ایمانداری کا تقاضہ ہے کہ وہ سیاست سے نفرت کریں؛ چہ جائیکہ وہ برادران خورد و بزرگان کی سیاست ہو۔
سوئی سدرن گیس کی ملازمتیں، نائب تحصیلدار کی نوکری، ڈی سی بنانے کی عرض داشتیں، کام نکلوانے کیلئے گھروں پر، ایشیا کو اپنے خون سے سرخ کرنے کے نعرے باز، رہنمایان کی خوش آمدیوں سمیت دعوتیں۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔۔ان حالات نے لوگوں کی بڑی تعداد کو سیاست سے دلبرداشتہ کردیا تھا ۔ان دنوں کے صباء کی ساری دلچسپی بلوچی زبان سے تھی۔
لوگ کن کن لہجوں میں بات کرتے ہیں؛ خالص زبان کیا ہوتی ہے؛ زبان میں تبدیلی کیونکر آتی ہے؛ بلوچی زبان میں کن کن حروف کی آوازیں پائی جاتی ہیں؛ بلوچی زبان میں کس نے کتنا کام کیا ؛ یہ سارا کام کہاں کہاں بکھرا پڑا ہے؛انہوں نے یک بہ یک وقت اور سرمایہ لگاکر ادارہ بن کر کام کیا۔
غالباً، سال 2001 کے دن تھے؛ جب چاکیواڑہ میں کسی مارکسسٹ بلوچ نیشنلسٹ دوست کے گھر زوروں کی بحث چل رہی تھے۔ موضوع بحث زبان تھی۔ صباء اس بات کے قائل تھے کہ نیک نہاد گاندھیائی اسلوب اپناکر زبان کو ترقی دی جاسکتی ہے۔ مارکسسٹ بلوچ نیشنلسٹ دوست صباء کو منوانے پر تلا ہوا تھا “ استاد یہ ریاست طے کرتی ہے کون سی زبان کو اور کیونکر ترقی دینا ہے؛ ” بنگالی زبان ؛ اردو سے ترقی یافتہ تھی ، حتی کہ سندھی زبان بھی ، اور جو علاقہ پاکستان بنا یہاں اردو بولنے والے قلیل تعداد میں تھے پھر بھی اردو کو قومی زبان کا درجہ دیا گیا اور زبان کیلئے مختص سارے سرمایہ کا بہاؤ اس کی جانب کردیا گیا۔ بنگالی زبان جس کے پاس نوبل انعام تھا، لیکن رابندرناتھ ٹیگور کا یہ اعزاز بنگالی زبان کے کسی کام نہ آیا۔ جن کی زبان اردو تھی وہ ہر ادارہ پر چھاگئے۔ ”
محفل میں بیٹھے سیاسی کارکنان؛ مارکسسسٹ دوست کے فلسفہ کے قائل ہوگئے تھے۔ ادیب و شاعر استاد کے حامی بن چکے تھے۔ مجلس شام کی روایتی مجلسوں کی طرح اختتام کو پہنچی۔ چلتے چلتے استاد کے چہرے سےاندرونی تکلیف عیاں تھی۔
لگتا تھا صباء شدید درد کے دورے سہہ رہا ہے لیکن خاموشی اور گہرے سکون کیساتھ ۔ شاید وہ اپنے اندر کچھ آوازیں سُن رہا تھا۔ جہاں نظریات سے شُد بُد رکھنے والا کوئی مارکسسٹ دوست اپنے استاد کو غلط ثابت کرنے کیلئے منطق کے کچوکے مار رہا تھا۔
صوفی منش صباء کے باطن کی تنہائی ان کو دیمک کی طرح اندر ہی اندر کھائے جارہی تھی۔
“وہ اکتا گئے تھے زندگی کا ایک طویل حصہ تنہائی میں گذار تے ہوئے ۔۔۔۔۔۔۔۔۔ اپنی موت کا انہوں نے خود ہی انتخاب کیا۔ صبا دشتیاری گوتم بدھ کی مورتی ، غوث بخش بزنجو اور گوہر ملک کی تصاویر کے سامنے گھنگھرو پہنتے، ناچتے اور ستار بجایا کرتے تھے۔ ” صباء کو یاد کرتے ہوئے صحافی ارشاد مستوئی نے مجھے لکھا۔
21 فروری 2011 کو میں ان کو سُن رہا تھا۔ یہ سماعت آخری سماعت نکلی۔ وہ پاگل ہوچکے مارکسسٹ دوست کے الفاظ بیان کررہا تھا۔ لسانیاتی معاملات کا فیصلہ اکیڈمیاں نہیں، سیاست کرتی ہے۔ جب بلوچستان کے حالات وہ نہ رہے، جو 1988ء میں الیکشن کے بعد پیدا ہوئے تھے، تب صباء جنگ جو بن گئے تھے۔
جو مارکسی دوست نے 2001 میں کہا، صباء وہ کچھ دس سال بعد کہہ رہا تھا
“ پہ زبان ءِ دیم روی ءَ بلوچ ءَ وت واجہی پکار انت اندگہ گپ دروغ انت۔ ”

رائٹس کمیشن کے مطابق ان قبروں سے 100 سےزائد لاشیں برامد ہوئیں جبکہ یہ بھی کہا جارہا ہے کہ یہ لاشیں بلوچ لاپتہ افراد کی ہیں، جن کی بازیابی کے لیے اس وقت بھی وائس فار بلوچ مسنگ پرسنز کا کراچی تا اسلام آباد پیدل لانگ مارچ جاری ہے۔ نہ جانے وہاں سے اور کتنی قبریں اور لاشیں برامد ہوتیں لیکن اس خبر کے پھیلنےکےکچھ دیر بعد پاکستان کی ملٹری نے علاقے کو گھیرے میں لے لیا اور ہر خاص و عام کا داخلہ ممنوع قرار دے دیا۔
بلوچوں کے ساتھ ہونےوالی ناانصافیوں کو عوام کے سامنے لانے پر میڈیا پر پابندی عائد ہے اور اسی روایت کو برقرار رکھتے ہوئے ملٹری فورسز نے ناصرف میڈیا کا بھی اس علاقے میں داخلہ بند کردیا بلکہ خاموش رہو کا فرمان بھی جاری کردیا۔ ہمارے میڈیا کا المیہ ہے کہ یہاں وینا ملک کا سر پر دوپٹہ اوڑھنے کی قسم، میرا کی ڈرٹی ویڈیو، دھوم تھری کے ریکارڈ اور عمر اکمل تھانے میں ۔۔ تو بریکنگ نیوز بن سکتی ہے مگر بلوچ لاپتہ افراد کے لیے لانگ مارچ اور توتک سے اجتماعی قبروں کی دریافت بریکنگ نیوز تو کیا نیوز ہی نہیں۔ گو کہ حامد میر نے 29 جنوری 2014 کو اجتماعی قبروں کی دریافت اور میڈیا کی بےحسی اور مجبوری پر سیر حاصل کالم لکھا لیکن شفیق مینگل اور نفاذ امن لکھنے سے ان کا قلم بھی قاصر رہا۔ بحرحال اب پاکستانی میڈیا سے گلہ کرنا بیکار ہے کیونکہ بلوچوں سے ہونےوالی ناانصافیوں پر میڈیا کی خاموش زبان اس حقیقت کا اعتراف ہے کہ ہمارا میڈیا آذاد نہیں۔
دوسری جانب چیف جسٹس آف پاکستان تصدق حسین جیلانی نے اس واقعے کا ازخود نوٹس لیتے ہوئے آئی جی بلوچستان کو طلب کیا اور کمشنر خضدار سے بھی رپورٹ طلب کی۔ عدلیہ کا نوٹس لینا اچھی بات ہے لیکن یہاں یہ بات بھی قابل غور ہے کہ گذشتہ 6 برسوں سے سابق چیف جسٹس آف پاکستان افتحار محمد چودھری نےجس لاپتہ افراد کیس کا راگ الاپنا شروع کیا تھا وہ آج بھی بغیر کسی پیش رفت کے اپنی ناکامی کی داستاں خود سناتا ہے۔ اس کیس میں ملوث ایف سی اور دیگر انٹیلیجنس ایجنسیوں کو انصاف کے کٹہرے میں نہ لا کر پاکستان کی عدلیہ نےاپنی کارکردگی اور ‘انصاف سب کے لیے’ پر بہت بڑا سوالیہ نشان لگا دیا ہے، ایسی صورتحال میں چیف جسٹس تصدق حسین جیلانی کے از خود نوٹس کی کیا حیثیت رہ جاتی ہے؟؟ یقیناً کچھ نہیں۔۔ ایسے میں عدلیہ سےانصاف اور شفاف انکوائری کی امید رکھنا وقت کے ضیاع سے ذیادہ کچھ نہیں۔
انگلی کٹا کر شہیدوں میں شامل ہونا کے مصداق بلوچستان کی حکومت نے بھی اجتماعی قبروں سے ملنے والی لاشوں کی تحقیقات کے لیے جوڈیشل کمیشن قائم کردیا ہے۔ بلوچستان کے وزیر اعلی ڈاکٹر عبد المالک بلوچ نے حکومت میں آنے سے پہلےہی واویلا مچا دیا تھا کہ ان کی اولین ترجیح ناراض بلوچوں سے مذاکرات اور لاپتہ بلوچ افراد کی بازیابی ہے لیکن ان کے 7 ماہ کے دور حکومت میں بلوچوں سے بڑھتی ہوئی ناانصافیاں ڈاکٹر عبدالمالک بلوچ کے وعدوں اور دعووں پر تمانچہ ہے۔ بلوچوں کے مسائل حل کرنا کجا مالک صاحب نے تو یہ کہہ کر اپنے ہاتھ اٹھا لیے کہ ان کے پاس اقتدار تو ہے مگر اختیار نہیں جس کا واضح مطلب یہ ہے کہ بلوچستان کی حکومت مکمل طور پر اپاہچ ہے جسے صرف کرسی پر آرام کرنےکی ہدایت ہے۔
جہاں تک بات ہے وفاقی حکومت کی تو گذشتہ حکومتوں کی طرح اس حکومت کا کام بھی ذاتی خزانےبھرنے سے ذیادہ کچھ نہیں، باتیں من من کی اور کام ٹائیں ٹائیں فِش۔۔۔۔
بحیثیت عام انسان ذہن میں ایک سوال ضرور ابھرتا ہے کہ آخر ایسی کون سی قوت ہے جس نے بلوچستان کے مسائل پر حکومت، عدلیہ اور میڈیا کی زبانیں بند کی ہوئیں ہیں۔ گو کہ یہ ایک ایسا سوال ہے جس کا جواب ہر کوئی جانتا ہے پر زباں بیاں سے گریزاں۔۔۔
یوں تو بلوچوں سے ناروا سلوک کی داستاں بہت طویل ہے، جسے پاکستان سے شروع کیا جائے تو 1948 سےاب تک پاکستانی حکومتوں اورملٹری فورسز کی جانب سے بلوچوں کے خلاف 5 آپریشنز ہیں، جن میں ہزاروں بلوچوں کو مارا گیا لیکن 2005 میں پاکستان ملٹری فورسز کی طرف سے شروع ہونےوالی
، مارو اور پھینکو پالیسی نے جہاں بلوچوں کے زخموں کو مزید گہرا کیا وہاں بلوچوں میں نفرت اور انتقام کی آگ کو بھی بھڑکایا اور تب سے اب تک بلوچستان بھر میں ریاستی سیکیورٹی فورسز کی جانب سے ماورائے عدالت و قانون چھاپوں اور جبری طور پر بلوچوں کو لاپتہ کرنے کا سلسلہ جاری ہے۔ اس وقت سپریم کورٹ آف پاکستان اور سوشل میڈیا پر ایسی ویڈیوز موجود ہیں جس میں ایف سی اور سیکیورٹی اہلکار سرعام بلوچوں کو اغوا کررہے ہیں ۔۔
وائس فار بلوچ مسنگ پرسنز کا لانگ مارچ اسی سلسلے کی کڑی ہے لیکن پاکستانی حکومت، عدالت، میڈیا اور عوام کی بے حسی جوں کی توں برقرار ہے۔ ان میں سے کسی کی جرات نہیں کہ وہ پاکستان کی ملٹری فورسز اور ریاستی انجنسیوں کےبلوچوں کے خلاف انسانی حقوق کی سنگین خلاف ورزیوں، ماورائے عدالت گمشدگیوں اور قتل پر لب کشائی کرسکیں، بلکہ وفاق کی جانب سے حالیہ آرڈیننس کی منظوری جو کہ جبری طور پر لاپتہ کرنےوالے اداروں کو تحفظ فراہم کرتا ہے اس بات کا ثبوت ہے کہ بلوچوں کے قتل میں پاکستان کی ملٹری
فورسز کے ساتھ حکومت، عدلیہ، میڈیا اور عوام بھی برابر کےشریک ہیں۔ ہم سب بلوچوں کے قاتل ہیں۔۔۔
ہمارے نام یقیناً مختلف ہیں مگر اندر سے ہم سب شفیق مینگل ہیں، وہی شفیق مینگل جس کی رہائش گاہ کے قریب اجتماعی قبریں دریافت ہیں، وہی شفیق مینگل جو نفاذ امن کا سربراہ ہے، جسے قومی سلامتی اداروں کی ناصرف پشت پناہی حاصل ہے بلکہ اس کی پرائیویٹ آرمی کو ہتھیار اور گاڑیاں بھی فراہم کی گئی ہیں۔ توتک کے باسی ڈھکے چھپے الفاظ میں صرف اتنا بتاتے ہیں کہ پاکستان کے ریاستی اداروں کی قائم کردہ یہ پرائیویٹ آرمی بلوچستان کے مختلف علاقوں سے قوم پرست جماعتوں کے کارکنوں کو یہاں اپنی نجی جیل میں اغوا کرکے لاتے ہیں اور پھر کہیں کسی کونے سے ان کی مسخ شدہ لاشیں مل جاتی ہیں۔۔
ان حالات میں جب محافظ قاتل بن جائیں، تو کیا یہ مان لیا جائے کہ ان اجتماعی قبروں سے صرف 16 لاشیں برآمد ہوئیں ؟ کیا مان لیا جائے کہ حکومت اور عدلیہ اس واقعے کی جو رپورٹ پیش کریں گی، وہ 100 فیصد درست ہوں گی؟؟ کیا ان مرنےوالوں کو انصاف ملے گا؟ کیا انہیں مارنےوالوں کا احتساب ہوگا؟ کیا قومی سلامتی اداروں، حکومت، عدلیہ اور میڈیا پر یقین کرنے کا کوئی ایک بھی جواز ہے ۔۔۔۔ ؟؟ اور کیا ریاستی سیکیورٹی اداروں کی بلوچوں کے خلاف بربریت پر ہماری خاموش زبانیں ہمیں بھی شریک جرم نہیں ٹھہراتیں؟

دوستوں: لیاری کی موجودہ حالات بہت ہی زیادہ گھمبیر ہیں بلوچ خاندانوں کی نقلی مکانی جاری ہیں ۔ روزگار ، کاروبار تباہ ہوچکا ہیں۔ گلی گلی میں گروپس سرگرم ہیں ایک کو پاکستانی پیلپز پارٹی سپورٹ کر رہے ہیں تو دوسرے گروپ کو ایم کیو ایم اور نبیل گبول۔ مجھے کافی دنوں سے کراچی بلخصوص لیاری کے دوستوں کی جانب سے درخواست کی جارہی ہیں کہ باہر مقیم بلوچ کمیونٹی کیونکر لیاری کے بلوچوں کو نظر انداز کررہے ہیں۔ جب کہ بہت سے سرگرم بلوچ دوستوں نے ناراضیگی کا اظہار کرتے ہوئے کہا ہیں کہ لیاری کے موجودہ حالات پر بلوچستان کے موجودہ سیاسی قیادت اور جلاوطن بلوچ رہنماوں کی جانب سے خاموشی اور کوئی بھی بیان کا سامنے نا آنا پر کراچی کے لاکھوں بلوچ خاصکر لیاری کے بلوچ مایوسی کا شکار ہو رہئے ہیں ۔ 
بلوچ کمیونٹی لندن کی جانب سے ہم اپنے دوستوں سے رابطے میں ہیں او ر لندن میں مقیم بلوچوں سے درخواست کرتے ہیں کہ وہ اپنی رائے دیں کہ اس مسئلہ پر ہم لندن میں کیا بہتر رول ادا کر سکتے ہیں
